Who Can Survive and Control the Wasteland?
Power is split between people who command factions and those who can survive without them. The Ghoul knows the Wasteland, Moldaver leads the New California Republic, Maximus wears Brotherhood armor, and Hank and Betty run Vault 33. Lucy starts with none of those advantages but adapts quickly; Titus has power armor, but little judgment without it.
