Fisk buys influence across the city, Bullseye turns precision into a weapon, and the Hand moves through Hell’s Kitchen in secret. Stick trained Matt to survive that world, while Frank Castle answers it with force. The top tiers favor reach and fighting ability; the lower ones have less control over what happens in the city.
